Recognition of higher education academic degrees and diplomas awarded by foreign higher education institutions


The procedures for recognising higher education academic degrees and diplomas awarded by foreign higher education institutions are submitted in accordance with Decree-Law No. 66/2018, of 16th August as from 1st January 2019.

This new Decree-Law repeals the previous two, DL No. 341/2007 of 12th October and DL No. 283/83 of 21st June.

Currently, there are three types of recognition in Portugal:

Important:

As a result of the adaptation of Integrated Masters to 1st and 2nd cycles of studies (pursuant to Decree-Law No. 65/2018, of 16th August), the following procedure shall be adopted:

  • Specific Recognition requests for a Master degree in the particular fields of the above-mentioned Integrated Masters will only be accepted if submitted and dully supported/completed until 30th April 2021 so that their analysis and corresponding decision may take place until 30th July this year.
  • Recognition requests submitted from 1st May onward, or that are only supported/completed after that date, will be analysed in accordance with the new training offer, i.e. with reference to the 1st and 2nd cycles of studies that resulted from the adaptation of the integrated cycles of studies leading to a master’s degree.



Automatic Recognition

It allows the generic recognition of a foreign higher education degree or diploma with identical level, objectives and nature to the Portuguese degrees of Licenciado, Mestre and Doutor or to the professional higher technical diploma, provided it is included in the list of degrees and diplomas approved by the commission for the recognition of foreign degrees and diplomas.

Level Recognition

It allows to recognize a foreign higher education degree or diploma by comparability, in an individualized way, as having a level corresponding to a Portuguese higher education academic degree or diploma.

Recognition is requested by the holder of the Diploma by filling in the online form available on the website of the Directorate-General for Higher Education (DGES).

When instructing the process, the applicant must submit the following documents:

In accordance with Article 4(2) of Decree-Law No. 66/2018, applicants must present a document that unequivocally proves that the degree or diploma has been awarded, namely:
  • Copy of the Diploma or document issued by the foreign higher education institution proving the applicant holds the degree or diploma for which recognition is requested authenticated by the competent authorities for this purpose;
       OR
  • Simple copy of the document issued by the foreign higher education institution with the degree or diploma registration number, in the case of foreign higher education institutions that have centralized registers that can be publicly accessed through a unique identifier;
       OR
  • The original version of the Diploma or certificate issued by the foreign higher education institution proving the applicant holds the degree or diploma for which recognition is requested (1).
In addition to the above-mentioned documents, the Faculty of Engineering of the University of Porto requests the submission of the following specific documents upon instruction of the process:
  • Document issued by the foreign higher education institution which contains the curricular units to which the applicant obtained approval and that led to the degree or diploma to which recognition is sought, with the respective grades, as well as the hourly load and/or credit units awarded (2);
       AND
  • Syllabus of the curricular units to which the applicant obtained approval and that led to the degree or diploma to which recognition is sought (2);
       AND
  • When it is a degree corresponding to the level of master, a digital or scanned copy of the dissertation defended or project work or internship report, which must include a declaration stating that this was the assignment carried out in order to obtain the degree. This declaration must be signed by the officer / supervisor / services of the home university and it must include the seal/stamp of the home university (3).
 
Translation is necessary for documents written in a foreign language other than Spanish, French or English.

Specific Recognition

It allows to recognize a foreign higher education degree or diploma as being identical to a Portuguese higher education academic degree or diploma through a case-by-case analysis of the level, duration and syllabus, in a given training area, field of knowledge or speciality.

Recognition is requested by the holder of the Diploma by filling in the online form available on the website of the Directorate-General for Higher Education (DGES).

In accordance with Article 4(2) of Decree-Law No. 66/2018, applicants must present a document that unequivocally proves that the degree or diploma has been awarded, namely:
  • Copy of the Diploma or document issued by the foreign higher education institution proving the applicant holds the degree or diploma for which recognition is requested authenticated by the competent authorities for this purpose;
       OR
  • Simple copy of the document issued by the foreign higher education institution with the degree or diploma registration number, in the case of foreign higher education institutions that have centralized registers that can be publicly accessed through a unique identifier;

Notes:

(1) In this case, the holder (or his/her legal representative) of the original version of the Diploma or certificate issued by the foreign higher education institution proving the applicant holds the degree or diploma for which recognition is requested must present the original document at the Academic Affairs of the Rectorate of the University of Porto, since the mere submission of a scanned copy in the online platform does not suffice.
 
(2) The submission of certificates and other documents regarding curricular units, syllabus, duration of the cycle of studies or final grade written in a foreign language other than Spanish, French or English must be accompanied by a translation into Portuguese duly certified by the competent authorities for this purpose.
 
(3) The submission of project works, internship reports, dissertations, theses and statements written in a foreign language other than Spanish, French or English must be accompanied by a translation into Portuguese duly certified by the competent authorities for this purpose.
